Phillip W. Franks, MBA, MAS, has been named the system Chief Executive Officer for two new Signature Healthcare Services hospitals planned to open in Orange County in 2021. The two hospitals are Aliso Ridge Behavioral Health, a 119-bed psychiatric hospital located in Aliso Viejo, California, and Anaheim Community Hospital, a 98-bed acute medical hospital located in Anaheim, California.
Before joining Signature Healthcare Services in early December, 2020, Franks was the Director of System Operations for the Los Angeles County Department of Health Services (LAC-DHS). During his tenure at LAC-DHS, Franks created a system-wide patient transfer center to optimize patient flow and concentrate decision-making in a continuous 24-hour cycle. Prior to that position, Franks was the Vice President of Operations and Support Services at Kaiser Permanente, Santa Clara, California. At Kaiser, Franks provided leadership and support to hospital and health plan operations in seven Bay Area cities supporting 362,000 Kaiser Permanente members.
Franks served as the Medical Operations Officer in the 40th Infantry Division, U.S. Army, Los Alamitos, California, as well as the Director of Medical Evacuation and Safety in the 62nd Medical Brigade, U.S. Army, Tacoma, Washington among his many military assignments. He was deployed numerous times in support of combat and contingency operations around the world as a medical officer and Black Hawk helicopter pilot. Franks earned a Master’s in Business Administration from the University of California, Los Angeles Anderson School of Management, an Master’s in Science in Aviation and Aerospace Management from Embry-Riddle Aeronautical University, and a Bachelor of Science degree from the University of San Francisco.
“It’s exciting work opening both of these hospitals,” said Franks. “We plan to offer specialized services that are currently in short supply for both children and adults in Orange County.”
